HKICPA renews MoU with BICPA to strengthen exchanges between the accounting professions in Beijing and Hong Kong
The Hong Kong Institute of Certified Public Accountants (HKICPA) and the Beijing Institute of Certified Public Accountants (BICPA) today signed a new Memorandum of Understanding (MoU) to deepen collaborations in three areas including member services, professional knowledge exchange and talent cultivation. Particularly, the two bodies will provide mutual support for business developments in both regions and continuous professional development (CPD), and facilitate cooperation and exchanges between the accounting professionals and talents in Beijing and Hong Kong, with an aim to further enhance the competitiveness of Hong Kong’s accounting industry.
The HKICPA and BICPA have signed an MoU since 2011. The two Institutes have since joined hands to foster the high-quality development of the accounting profession in Hong Kong and Beijing. The new MoU will remain effective for three years, beyond continuing past co-operations, the two Institutes will work together to deepen regional co-operation, such as facilitating and providing support for accounting practitioners to establish branch organizations and start operational activities in the two places, as well as exploring to establish a mechanism for co-operation and exchanges between practicing organizations, supporting accounting firms in both locations to extend service scopes, launch collaborative projects, enabling client referrals, and more.
In the areas of professional knowledge exchange and talent cultivation, both Institutes will strengthen co-operation in the areas of CPD and professional qualifications. With the goal of nurturing all-rounded accounting talents, the BICPA will also encourage its members to join CPD courses organized by the HKICPA and obtain Hong Kong’s CPA qualification through HKICPA’s Qualification Programme (QP). Moreover, both Institutes will explore the establishment of a mechanism for university students in accounting-related discipline in Beijing and Hong Kong to organize visits and exchanges, to provide training and internship opportunities for university students in both locations, and more, to facilitate talent mobility in both directions.
BICPA’s delegation visited Hong Kong and held a meeting with representatives of HKICPA. During the meeting, the MoU was signed by Margaret Chan, Chief Executive and Registrar of HKICPA and Liu Jun, Vice-President and Secretary-General of BICPA, under the witness of Edward Au, President of HKICPA, Jasmine Lee, Vice-President of HKICPA, Li Huiqi, Vice-President of BICPA, and Huang Jie, Vice Secretary-General of BICPA.
HKICPA President Edward Au stated: “The HKICPA and BICPA have maintained a strong relationship over the years and have collaborated closely in various areas, including accounting talent development and exchanges between accounting firms in both locations. The 3-year extension of the MoU symbolizes a new stage of collaboration between the two Institutes. Together, we will explore new modes and areas of co-operation to complement each other’s strengths for the betterment of member services. These initiatives will in turn lead our members’ professional development in the innovative-social economy, cultivating high-quality talents for the accounting industry to support the prosperity and development of the economies of Beijing and Hong Kong.”
BICPA Vice-President and Secretary-General Liu Jun said: “The new MoU brings new momentum for closer connections and deepened collaboration between the two Institutes. We hope that accountants in Beijing and Hong Kong will actively work together to leverage their professional expertise to bravely undertake this important mission to foster high-quality development in both regions. This will better support the Chinese path to modernization, as we join hands together and strive for a win-win future.”
Apart from the MoU signing, the delegation of BICPA also met with representatives of the HKICPA and local accounting firms to engage in exchanges on the latest developments of the accounting industries in both Beijing and Hong Kong, as well as on topics including business development, quality control, and talent cultivation for small and medium-sized firms.
