The CBE services to be provided by the selected vendor shall comprise the provision of the below items for delivery of CBEs for the QP: (1) a CBE system (2) examination venues (3) CBE administration services (4) technical support services; and (5) assistance to QP students and markers for transiting from paper-based examinations to CBEs

Tender Briefing Date and Tender Documents

Interested tenderers shall indicate their interest with contact details by email to the above contact person of the HKICPA.
Tenderers will be invited to attend an online briefing session on 26 July 2024 and receive electronic copies of the tender documents at the session.
Company which cannot attend the briefing session should send request to the Procurement Manager for the tender documents after 26 July 2024.

Non-Disclosure Agreement |
The Non-Disclosure Agreement (NDA) should be signed before tenderers collect the tender documents from the Institute. A copy of the NDA can be downloaded from this webpage.
Company can forward the scanned copy of signed NDA by email to the above contact person of the HKICPA. A hard copy of the signed NDA should also be sent to the above contact person by post.

Closing Date & Time |
Date: 30 August 2024 Hong Kong Time: 5 p.m.
Late submission will not be accepted.
In the event of a typhoon signal No.8 or above or rainstorm black warning is issued on the closing date before the closing time, the tender closing time will be postponed to the same time on the first working day immediately after the signal or warning lowered.
In the event of any possible blockage or disruption of public access to the Institute at the original tender closing date/ time, the tender closing date/ time will be postponed. Company should follow the announcement made at the Institute website for the revised tender closing date/ time.

Submission of Tender |
The technical proposal and fee proposal must be submitted in two separate envelopes. Each plain envelope should be sealed and submitted to the Procurement Manager of the Institute before the closing date/ time. Late submission will not be accepted.

The Institute shall not accept non-sealed tender proposals or submission of tender proposals by emails/ other electronic means.

Remarks |
HKICPA reserves the right not to appoint any company to undertake the project. The lowest fee bid may not necessarily be accepted as the successful bid. HKICPA reserves the right to change or cancel this notice without prior notice or liability to any parties.
HKICPA will evaluate proposals received in strict confidence and reserve the right to accept or decline any proposal as it sees fit. Costs relating to the preparation and submission of proposals are the responsibility of those making the submissions. The Institute reserves the rights to negotiate any tender offer with the tenderer.
