Scope of Service

To revamp and modernize the Institute’s Finance System to provide long-term fixes to existing issues, improve user experience, and enhance features to ease the operation and meet business needs.

Tender Briefing Date and Tender Documents

 

Interested tenderers shall indicate their interest with contact details by email to the above contact person of the HKICPA. 

 

Tenderers will be invited to attend a briefing session that is planned on 31 July 2024 (Wednesday) and receive tender documents after the meeting.

 

Company which cannot attend the briefing session should collect tender documents in person from the Institute’s contact person after 31 July 2024.

 

Non-Disclosure Agreement

The Non-Disclosure Agreement (NDA) should be signed before tenderers collect the tender documents from the Institute.  A copy of the NDA can be downloaded from this webpage.

 

Company can hand in the original signed copy of NDA on the date of briefing session (if any) or forward the scanned copy of signed NDA by email to the above contact person of the HKICPA.  For the latter case, a hard copy of the signed NDA should also be sent by post to the HKICPA.

 

Closing Date & Time

Date: 16 August 2024 (Friday)

Hong Kong Time: 12:00pm noon

 

Late submission will not be accepted.

 

In the event of a typhoon signal No.8 or above or rainstorm black warning is issued on the closing date before the closing time, the tender closing time will be postponed to the same time on the first working day immediately after the signal or warming lowered.

 

In the event of any possible blockage or disruption of public access to the Institute at the original tender closing date/time, the tender closing date/time will be postponed.  Company should follow the announcement made at the Institute website for the revised tender closing date/time.

 

Submission of Tender

The technical proposal and fee proposal must be submitted in two separate envelopes.  Each plain envelope should be sealed and submitted to the Procurement Manager of the Institute before the closing date/time.  Late submission will not be accepted.

The Institute shall not accept non-sealed tender proposals or submission of tender proposals by emails / other electronic means.

 

Company must meet these minimum requirements

1. Minimum 5 years of presence in Hong Kong;

2. At least 5 years of experience in providing Finance system and 

    procurement solutions;

3. At least three reference cases of similar project done in Hong Kong.

 

Remarks

Any information or communications between the company and HKICPA in connection with the Finance System Revamp project are private and confidential. Company shall not disclose the same to a third party without prior written consent by HKICPA.

 

HKICPA reserves the right not to appoint any company to undertake the project.  The lowest fee bid may not necessarily be accepted as the successful bid.  HKICPA reserves the right to change or cancel this notice without prior notice or liability to any parties.

 

HKICPA will evaluate proposals received in strict confidence and reserve the right to accept or decline any proposal as it sees fit.  Costs relating to the preparation and submission of proposals are the responsibility of those making the submissions.  The Institute reserves the rights to negotiate any tender offer with the tenderer.
